Leads development and delivery teams in the Systems Development Life Cycle (SDLC) processes from valuation through transition to sustain. Leads the overall application development landscape. Partners with BRM's to help enable business strategies. Partners with solutions architects to establish a governance process for solutions. Responsible for establishing overall testing service across IT. Responsible for creating strategic partnerships with solution vendors and implementation partners.



  • Drives delivery of business solutions initiatives, including providing oversight for the entire project life cycle management process from pursuit to delivery and eventual transition into the sustain organization.
  • Develops internal IT strategies for development and testing.
  • Defines the strategic vision and translates that vision into strategic plans.
  • Oversees diagnostic assessments, and feasibility studies and troubleshoots the complex, multi-functional issues that may arise during delivery.
  • Oversees the overall testing process across all phases of testing, ensuring test coverage for quality solutions.
  • Manages the portfolio of testing, tracking resource capacity of testing resources against overall demand for testing services.
  • Establishes a global testing approach, effectively balancing cost, schedule, and quality risks.
  • Focuses on process improvements and ensures team is providing effective and efficient end-to-end testing services.
  • Ensures testing aligns with the business needs and testing is executed within required service levels.
  • Responsible for establishing strategic partnerships with solution vendors and implementation partners to support changes in demand.



  • Education: Bachelors/4 Yr Degree
  • Experience: 10+, Waterfall & Agile delivery, testing, application development.
  • Proven record of leading teams in both Waterfall and Agile development.
  • Proficient in standing up and managing an Testing center.
  • Provides outstanding customer service skills to direct and indirect customers, resolving very difficult and sensitive issues effectively.
  • Strong management skills with the ability to develop teams and cultivate talent.
  • Strong financial management experience with proven ability to manage annual budget
